SUMMARY OF CONATEL RADIO/TELECOM TYPE APPROVAL PROCESS
Radio frequency transmitter and receiver products intended to be marketed in Paraguay that make use of the radio spectrum or connect to the public network are subject to a mandatory approval process issued by the CONATEL.
The Comisión Nacional de Telecomunicaciones (CONATEL) is the Paraguayan body that exercises regulation, supervision and control over telecommunications in Paraguay.
The CONATEL’s compliance testing activities with technical requirements are based on 2014/53/EU RED and/or FCC test reports. Moreover, either an EU-Type Examination Certificate or an FCC Grant must be submitted to the CONATEL as part of the required technical documentation.
Once equipment type testing has been performed, a Paraguayan representative must apply for the CONATEL’s certificate of approval by submitting the required documentation, which is similar to the RED/FCC technical file, as well as send a type approval request letter addressed to the president of the CONATEL.
The type approval application must be in person and the required documentation must be submitted at one of the CONATEL’s regional offices located in Paraguay.
The CONATEL’s certificate has a 5-year validity period and the typical lead-time to obtain it is 11 weeks.
CONATEL PRODUCT MARKING
Equipment that is intended to be commercialized in Paraguay must have the CONATEL’s label affixed to it before it can be imported to the country.
When applying for type approval, applicants must submit a graph, image or photograph of the label that will be affixed to the equipment, including the place and manner in which it will be affixed.
The following requirements must be met in order to properly apply the CONATEL’s label:
- The label must be affixed in a visible and legible manner and place
- The label must be embossed, pasted as a sticker, painted on the surface or deployed by software or some other method declared by the applicant and authorized by the CONATEL.
- The label dimensions must be 7 horizontal / 6 vertical. The Registration Number (NR) dimensions must be 7 horizontal / 2 vertical.
- The “CONATEL” wording must be written using the HelveticaNeueLT Std Blk font.
- The Registration Number (NR: XXXX–XX–X-XXXX) must be written using the HelveticaNeueLT Std Cn font.
- For embossed or monochrome labels, the labelling colours must be black and white.
- For the remaining cases, the CONATEL logo and Registration Number (NR) must include the following colours:
- The CONATEL logo must be white, on a red background
- The “CONATEL” wording must be white, on a blue background
- The Registration Number (NR) must be black, on a white background
