Costa Rica’s radio Type Approval requires certification by the SUTEL (Superintendencia de Telecomunicaciones). The SUTEL is the Costa Rican agency in charge of regulating the country’s telecommunications market. There are two routes, depending on the equipment to be type approved:
According to Resolution RCS-154-2018, SUTEL Free Band Approval is applicable to all radio frequency transmitter and receiver products which make use of the radio spectrum without cellular/licensed capabilities and are intended to be marketed in Costa Rica.
The following steps must be performed in order to obtain the Free Band Approval certificate of homologation:
There are no product marking requirements for SUTEL approval and the certificate is indefinitely valid.
SUTEL allows modular certification. It is possible to certify different devices that share the same module. This can be done if the module is the only part of the device that makes use of the radio spectrum, and if the only differences between the devices are aesthetical.
It is also possible to do family certification, if the manufacturer declares by a letter that all familiar devices have the same characteristics as the device for which documentation was provided in terms of brand, hardware and software version, frequencies of operation, output power, electric field strength, and the antenna’s power gain.
According to Resolution RCS-358-2018, applicants to manage the homologation of mobile terminals/licensed devices must provide the documentation to SUTEL. In case this was issued abroad, they must be duly legitimated.
The following steps must be performed in order to obtain the Mobile Terminals Approval certificate of homologation:
The equipment approved by the DGC must be identified by the applicant with the SUTEL approval mark, as shown below:
The format of the code that will correspond to expert 1 will be 0XXXX-20XX; for expert 2 it will be 1XXXX-20XX; for expert 3 it will be 2XXXX-20XX and so on. The label may be physical or digital. In case of using a physical or digital label, the applicant must follow the requirements shown in resolution RCS-358-2018.
